    Introduction :-
    Panchayat Samiti Goregaon was established on 13.09.1967 and is a middle-level rural local government institution in India, which forms an important link between the Gram Panchayat at the village level and the Zilla Parishad at the district level. Established under the Panchayati Raj system, the Panchayat Samiti plays a vital role in decentralized administration and rural development. It acts as a coordinating and supervising body for the 56 Gram Panchayats under its jurisdiction, facilitating the implementation of various government schemes and programmes at the grassroots level. The Panchayat Samiti is responsible for various functions including agriculture, education, health, sanitation, infrastructure development and social welfare, which contribute significantly to the socio-economic progress of the rural communities it serves. Through its elected representatives and administrative staff, the Panchayat Samiti strives to meet the needs and aspirations of the rural population and to promote participatory democracy.”

    Mission:-

    * Empowering Gram Panchayats: To provide necessary guidance, funding and support to the Gram Panchayats under the Panchayat Samiti for their
    planning and development work.
    * Effective implementation of development schemes: Effective implementation of various development schemes of the Central and State Governments and their benefits reaching the citizens.
    * Providing basic amenities: Increasing the availability and quality of basic amenities like education, health, water supply, sanitation, roads and
    electricity.
    * Creating employment opportunities: Making efforts to create self-employment and other employment opportunities in rural areas.
    * Development of agriculture and allied sectors: Developing important sectors of the rural economy like agriculture and animal husbandry.
    * Social justice and reconciliation: Working to promote social justice, equality and reconciliation in the society.
    * Enhancing citizen participation: Ensuring active participation of citizens in the development process and giving importance to their problems and
    suggestions.
    * Enhancing administrative capacity: Building the capacity of the Panchayat Samiti staff and providing them with up-to-date training.
    * Using technology: Using information and technology to make administrative functions more efficient and transparent.

    Objectives & Functions

    * Coordination between Gram Panchayat and Zilla Parishad: Panchayat Samiti collects and scrutinizes the development plans prepared by the Gram
    Panchayats in its taluka and sends them to the Zilla Parishad for approval. Also, it conveys the information about the plans of the Zilla Parishad
    to the Gram Panchayats. This ensures proper coordination at both the levels.
    * Implementation of development plans at the taluka level: Panchayat Samiti is responsible for the effective implementation of various development
    plans and programs of the government at the taluka level. This involves reaching the people with the benefits of the plans and their proper
    management.
    * Promotion of social justice and welfare works: Panchayat Samiti implements various schemes and activities to provide social justice and welfare to
    the weaker sections of the society, women, Scheduled Castes-Tribes and other backward classes.
    * Prioritizing development works by identifying local needs: An important objective of the Panchayat Samiti is to identify the essential needs and
    problems of the people in its area and determine the priority of development works. This allows development to be achieved according to local
    needs.
    * Developing and maintaining infrastructure: Developing roads, water supply schemes, health centres, schools and other essential infrastructure in
    rural areas and their regular maintenance is part of the work of the Panchayat Samiti.
    * Supervising and guiding the work of Gram Panchayats: The Panchayat Samiti supervises the work of the Gram Panchayats in its taluka from time to
    time and provides them with necessary guidance and assistance.
    * Coordinating with various government departments: The Panchayat Samiti establishes coordination between various government departments and
    institutions at the taluka level to carry out development works effectively.

    Functions of the Panchayat Samiti

    * Planning and Development
    * Compiling development plans received from the Gram Panchayats and submitting them to the Zilla Parishad.
    * To prepare and implement annual development plans and five-year plans for the taluka level.
    * To manage and develop natural resources.
    * To undertake works related to land improvement and soil conservation.
    * Agriculture:
    * To guide and train farmers in modern farming methods.
    * To ensure smooth supply of seeds, fertilizers and pesticides.
    * To develop and maintain irrigation facilities.
    * To promote livestock development and dairy farming.
    * Education:
    * To promote primary and secondary education.
    * To establish and maintain schools.
    * To organize adult education programs.
    * Health and Sanitation:
    * To establish and maintain primary health centers and sub-centers.
    * To organize vaccination and other health programs.
    * To provide drinking water and sanitation facilities.
    * Rural Development and Poverty Alleviation:
    * To implement various schemes to provide employment to the people in rural areas.
    * Providing training and financial assistance to promote self-employment.
    * Running welfare schemes for people below the poverty line.
    * Social Welfare:
    * Implementing schemes for the welfare of women and children.
    * Working for the development of Scheduled Castes, Scheduled Tribes and other weaker sections.
    * Creating awareness against social injustice and customs.
    * Infrastructure:
    * Construction and maintenance of rural roads, bridges and other transport facilities.
    * Development of electricity supply and other means of energy.
    * Arrangement of markets and weekly markets.
    * Administrative work:
    * Scrutinizing the budgets and accounts of the Gram Panchayats.
    * Monitoring the implementation of government schemes.
    * Assisting in work like birth and death registration.

    Administrative Setup

    1.Block Development Officer (BDO):

    * He is the chief administrative officer of the Panchayat Samiti and is appointed by the state government.
    * He acts as the secretary of the Panchayat Samiti.
    * He manages the day-to-day administration and functioning of the Panchayat Samiti.
    * He is responsible for implementing the decisions of the Panchayat Samiti.
    * He acts as a link between the government and the Panchayat Samiti.
    * He plays an important role in planning, implementing and monitoring development plans in the taluka.
    * He controls and supervises the employees of the Panchayat Samiti.
    * He is involved in the preparation and management of the budget of the Panchayat Samiti.

    2.Head of Departments:

    * Agriculture Officer: Agricultural Development Scheme, Agricultural Assistance, Guidance and Implementation.
    * Livestock Development Officer: Livestock development schemes, health services and management.
    * Block Education Officer: Primary and secondary education related schemes and management (in some places there is a separate
    department under the
    Zilla Parishad).
    * Taluka Health Officer: Health services, family welfare schemes and disease control.
    * Public Works Sub-Engineer: Supervision and implementation of roads, buildings and other public works.
    * Minor Irrigation Assistant Engineer: Supervision and management of minor irrigation schemes.
    * Gram Panchayat Extension Officer: Guidance and coordination of Gram Panchayats.
    * Accounts Officer: Management and audit of the financial affairs of the Panchayat Samiti.
    * Assistant Administration Officer: Supervision of the employees of the Panchayat Samiti and supervision of the establishment
    matters.

    3. Other Staff:

    Administrative Structure:

    The administrative work of the Panchayat Samiti is carried out through various departments under the leadership of the Group Development Officer. Each department focuses on a specific subject and tries to meet the development and administrative needs of the taluka. The Group Development Officer tries to coordinate all the departments and ensure that the work runs smoothly according to the goals of the Panchayat Samiti.

    Things to note:
    * The administrative structure of the Panchayat Samiti may vary slightly depending on the geographical conditions, population and needs of that
    taluka.
    * Some departments may work together or one officer may have the responsibility of more than one department.
    * The State Government may change the administrative rules from time to time,
